Following are today brief news from local and national newspapers:
1. New Scolding Appears (Surya, Radar Surabaya, Jawa Pos, Kompas)
Surya : A new mud scolding appears in Siring, Porong District, Sidoarjo. The scolding located behind the PPI factory.
Achmad Zulkarnaen, BPLS Public Relation said that scolding still small on Monday morning. However it was getting bigger at afternoon reached 30 centimeters from the mud edge. That scolding predicted larger than the water scolding at Jatirejo few times ago. Jatirejo scolding can reach 6 meters high and it appeared from ground. However, Siring scolding appeared from precipitated mud that has thickness around 6 meters. He confessed still did not know the content of water that sprayed 400 meters west side of scolding center. For the time being, Fergaco team still does not do any investigation to a new scolding behind the PPI factory at Siring.
Jawa Pos : New scoldings predicted to appear again as the bubbles located in weak zone area. Ir Achmad Zainuddin MST one of Geologist from Geological Boar of Energy and Mineral Resources Ministry (ESDM) said the condition of land surface below in the weak zone area is brittle therefore it is highly potential for bubbles to appear. Weak zone area happened caused by the movement of Watukosek fault. That fault lie alongside from north east to south west exceeding the main scolding center. It covers 3 Kms radius and the other bubbles will appear around that area. That bubbles will not get higher as long as the main scolding is not plugged or intentionally plugged.
2. Regent Afraid of Bamboos Spear (Memo, Surya, Radar Surabaya)
Memo : Renokenongo refugees resistance by producing thousands bamboo spear frightened Sidoarjo Regent, Win Hendrarso. Win often asked the refugees to leave and discharged PBP. Win Hendrarso, said the refugees do not have to produce bamboo spears for their self defense. Symbol of resistance must not actualize with that kind action. He explained Sidoarjo govt has already formed a team to manage refugee problems that hold out at PBP while doing also the persuasive ways. Besides, he also expected the team doing the right thins to avoid misperception, particularly PBP will be occupied by HPP that most of the member also the mud victims. Win said the Sidoarjo govt position is the facilitator for both refugees and HPP. HPP wants to occupy the PBP immediately as the old Pasar Baru is not reliable anymore. HPP demands that PBP to be discharged from refugees co they can occupy the PBP immediately. We just deliver the HPP demands. We already gave solution to divide PBP into two parts, each for HPP and refugees, but both did not agree. Before, Sidoarjo govt gave the ultimatum to refugees to leave PBP on August 10, however he did not know yet whether it will realize or not. The refugees that joined PagarReKontrak still produced the bamboo spear until yesterday. They said they will keep staying in PBP until their demands fulfilled. So far, Sidoarjo govt still not doing the socialization to refugees regarding the PBP discharging plan. Bambang Wuryantoro, Pagar ReKontrak coordinator said we will keep our original point of order to stay in PBP until our demands fulfilled. Bamboo spear just a symbol of resistance. We don’t want to do violence, but if we forced to move we will fight.
3. Socialization of Infrastructure Relocation (Jawa Pos, Kompas, Surya)
Jawa Pos : Government starts to socialize the plan of infrastructure relocation. It was done yesterday for Jabon and Porong District residents that took place at Porong District office as related to lands acquisition. Residents had a good response to the plan as long as they get a reasonable price. Djoko Saptono Sidoarjo Govt Assistance explained this is only the beginning. The price still not decided yet and it will be discussed in October. Highway, Main Street, Railway track, clean water pipes, gas pipes, and other infrastructure will be relocated. All are charged to Alteration State Budget (APBN P) that might be proceeded on next September. Djoko also said the socialization will be implemented until end of August and will be continued by negotiation in the next month. It expected the payment process of resident lands and buildings can be started on November. Relocation of all infrastructures will across Kali Tengah, Kludan, Kalisampurno and Ketapang villages at Tanggulangin District and Wunut, Pamotan, Kesambi, Juwet Kenongo, Kebonagung villages at Porong District and also Kedungcangkring village at Jabon District. Some infrastructures will also need lands around Gempol District, Pasuruan.
4. Leakage of PDAM Pipes (Radar Surabaya, Seputar Indonesia)
Radar Surabaya: The leakage of Surabaya PDAM pipes at Porong main street happened again on Monday (30/7) morning around 06.00 am. It suspected caused by heavy loaded vehicles that across the street near to railways track. The other factor is the land subsidence caused by hot mud scolding. Achmad Zulkarnaen, BPLS Public Relation said BPLS had reported to PDAM, however it can not be repaired immediately as budget is not ready. All the vehicles went to Malang can across the Porong street as the damage was not serious. Water height reached 10 cms until afternoon. AKP Andi Yudianto, Head of Traffic Unit Sidoarjo Police Force said the police will not close the street yet regarding the PDAM pipes leakage.
5. Gas Pipes Should Be Cut Off (Seputar Indonesia)
Seputar Indonesia: BPLS asked Pertamina to immediately cut their gas pipes sink at Kedungbendo and Renokenongo pond area. The 1.5 Kms pipes located at north of scolding center impeded the flow of mud to the north. This made the mud used to flow to north side temporarily turns to Siring Pond instead of to Kedungbendo pond and now Siring pond condition is critical as the mud height almost reach the edge of pond. Up to now, BPLS could not do a maximum effort to overcome the problem. Achmad Zulkarnaen, BPLS Public Relation said BPLS already contacted Pertamina and asked to cut of the gas pipes immediately. The pipes should be cut as this is the only solution to impede the mud to flow to Siring area. If the mud can reach Siring it could threatened railway track and Porong main street. BPLS requisition already responded by Pertamina. Pertamina team will come to the location to observe and to check the condition.
6. Threatened by Mud, Farmers Get Free Seed (Seputar Indonesia)
Seputar Indonesia: Sidoarjo govt have budgeted free seed for farmers, even more than 200 hectares rice fields in Porong area sunk and the other hundreds hectares threatened by mud. Handajani, Acting Head of Agriculture, Plantation, Veterinarian Agency (DP3 ) budgeted Rp 1.6 milliards for free seed. That free seed will be distributed through group of farmers to 18 Districts in Sidoarjo. It includes four kind of seeds consist of hybrid paddy, hybrid corn and soybean seed. Those seeds to cover the farmer needs during the cultivating season on June to September. Besides, DP3 still not processed yet for cultivating season on October to December. 40.450 tons valued Rp 1.410.675.000 hybrid paddy will be provided for 2.687 hectares land area, 13.875 tons valued Rp. 64.518.750 provided for 555 hectares land area. 2.25 tons hybrid corn will be distributed for 150 hectares and 12 tons soybean valued Rp 96 millions provided for 300 hectares land area.
7. Coastal Area Forum Critized Lapindo about Mudflow Sediment in Porong River (Radar Surabaya)
Radar Surabaya : Mud precipitation in Porong’s river thrown from spillway will negatively impact to a larger part of environment. The impact will be experienced by fish pond farmers dependent to Porong’s river as their water supplies. Ali Subhan, Littoral Environmental Care (FPLP) Activist said the mud sediment not only silting up the Porong’s river, it can also harm the fish pond farmers when rainy season come. This mud sediment should be settled as the mud can be flown inside the fish pond. Farmers threatened fail to harvest whereas they already faced the difficulties all this time.
8. Mud Victim Children Late to Grow Up (Radar Surabaya)
Radar Surabaya : Social impact of Lapindo mud disaster highly influences to the children. One of it is the late to grow up. Prof Dr Lily Rilantoro Head of Center of Indonesian Children Protection Commission (KPAI) informed the children are the subject of disaster. Their positions are unfavorable. Whereas they have to continue their school, their society environment, and other social interactions. Their hard position will cause problem with their normal brain development during their children period. Drs. Sudaryono SU, Head of Supporting Activity Unit of Crises Center and Psychological Healthy of UNAIR Psychology Faculty said the mud victim children need protection from uncontrolled environment. As for the time being, they are in children period and they have to face unfavorable situation like the limitation of facilities and safety. It will influences to their behavior that tends to hard. This caused as lose of control from their inconsistence parents and also less social supports from society around.
9. Governor Worries about East Java Economics (Radar Surabaya)
Radar Surabaya : East Java Govt pessimistic to achieve 6.2% economical growth target. Lapindo mud still shadows the economical growth. Besides, East Java Govt complain about the sluggish of banking loan to real sector, particularly for small medium enterprises (UKM) and complicated of loan requirements. Imam Utomo, East Java Governor said the main disturbance of East Java economics is infrastructure damages caused by Lapindo mud disaster. It is largely impacted to economics. Initial prediction of east java economical growth is 5.56% if the infrastructure problems can not be settled immediately. It is not even achieve the target. Besides, banking also the cause of slow economical growth. Banking prefers to put their fund in form of Central Bank Certificate (SBI) instead of to give loan to real sector such as UKM. East Java Govt already prepared aid for loan interest reduction for UKM. However, the available aid is not enough to cover all the UKM that needs more. So far, East Java Local Budget (APBD) can only cast aside Rp 219 milliards from the budget. Limitation of General Allocation Fund (DAU) that sent back to East Java also the problem. This year, East Java can only receive 2% DAU. During year 2006, East Java fiscal contribution to Central Govt was Rp 52 trillions came from cigarette taxes and State Company. This not included the company taxes operated in East Java. Herman Halim, Chairman of East Java National Bank Association (Perbanas) denied that low intermediation function of baking impeded East Java economical growth.
