Following are today brief news from local and national newspapers:
1. Renokenongo Residents Insist to Hold Out at PBP and Ready to Fight (Radar Surabaya, Surya, Memo, Kompas, Seputar Indonesia, Jawa Pos)
Radar Surabaya : Renokenongo residents joined to Pagar Rekontrak again produce bamboo spear as the additional to the existing one. Now, around 2000 bamboo spears already produced. According to information, the refugees will not receive the facilities, i.e. electricity, clean water and food, anymore beginning August 10.
PT LBI plan to stop all the facilities received all this time by 2500 Renokenongo residents that hold out at PBP. The reason to withdraw those facilities as PT LBI refers to Presidential Regulation No. 14/ 2007 that mentions the amends for the mud victims will be paid by 20 % DP and the rest 80% will be paid 1 month before end of the house rent period. Bambang Wuryantoro, one of Pagar ReKontrak coordinator said we ready for fight if LBI stops all the facilities and we driven out from PBP. The residents will hold out at PBP until their demands fulfilled. Bamboo spears are the symbol to fight for despotism. We will ready to confront to anybody who drive us out from PBP. We remind to any parties not to collide us with the other, particularly with the same mud victims. We are not worry for food or anything as a lot of parties offer the aid. Progresive Docent Union (SDP) Airlangga University (UNAIR) disagree with the plan to withdraw the Renokenongo refugees facilities at PBP. Those academicians will go directly to PBP to give their support by bringing over the mud victims through legal opinion concerning their natural rights. Joeni Arianto, SDP spokesman said we disagree with PT LBI plan for the refugees. According to him, Presidential Regulation No.14/2007 as the reference for mudflow victim problems settlement should handle the internal refugee problems by involving all the parties or the victims. Referred to Environmental Law and Culture, the refugees handling should be carried out by court and investigation. Thus all the victims should be involved to handle the existing problems. The controversy appeared as the formation of Presidential Regulation No.14/ 2007 was not involved the communities component. For that reason, we will give our legal opinion to the refugees to aware their natural rights.
Surya : H. Sunarto, Head of Pagar ReKontrak said he will be ready for a dialogue with Sidoarjo govt that will socialize the Presidential Regulation No.14/2007. Since the beginning, Pagar ReKontrak residents had refused the 20% DP amends, thus they refused the existence of Presidential Regulation 14/2007. Joeni Arianto, SDP UNAIR spokesman said the settlement of environmental disputes can be processed through court and outside court. Outside court settlement carried out to achieve the agreement concerning the form and the amount of compensation. However, the settlement through Presidential RegulationNo. 14/2007 has been formed without the existence of the victims and one of them was Renoeknongo residents. For that reason, SDP UNAIR judge the Presidential Regulation No. 14/2007 material in contrary with the Law No.23/1997 concerning Environmental Management.
Kompas : Hisjam Rosidi, Head of Siadoarjo Social Affairs Agency said his team today will socialize the Presidential Regulation No. 14/2007 that regulates the mud victims compensation scheme to the refugees. He hoped the refugees aware the possibility of their demands will not be fulfilled and he advised residents immediately get the house rent fund so as the PBP can be occupied by the merchants from old Pasar Porong.
2. Kedungbendo Dike Heightened Again (Radar Surabaya)
Radar Surabaya : Dike heightened and strengthened activities done by BPLS in several locations, one of them was around the pond area at Kedungbendo, Tanggulangin District. The dike located at that ring II heightened 1.5 meters. 2 unit bulldozers and 1unit excavator utilized for the activity. Some sand trucks queued to unload their contents. Achmad Zulkarnaen, BPLS Public Relation said the dike strengthened and heightened activity at ring II area purposed for accommodating the mud volume that drain to the north side of scolding center. Currently, the mud mostly flows directly to Kedungbendo pond and Renokenongo pond. 50 % of mud flows to the north and 30 % to the east. The rest flows to the south. This makes the mud volume inside the pond intake a little. The H2S content inside the scolding center area tends to normal. The gas pressure between 18 to 20 ppm. However, BPLS still reminds the officers and the workers inside that area to keep watching.
3. Porong River: Only 3 Meters Left for Normal Waterflow (Jawa Pos)
Jawa Pos : BPLS still not find yet a permanent and effective solution to break the mud sedimentation in Porong river. BPLS still thinking about the precise method. Achmad Zulkarnaen BPLS Public Relation explained the expert and BPLS Operation Deputy still think about the method that makes the precipitate mud can flow. The float excavator can not work optimally as a lot of mud run dry. Mud precipitation fully covered the river body with 80 meters width. Only three meters left that can be passed by water. The thickness of mud sediment around 2 meters from the river base and getting more broaden. This heightened and broadened sedimentation will cause flooding around Sidoarjo, Surabaya, and Pasuruan. Sukistiono, Technical Director of Perum Jasa Tirta I said he worry about the condition of Porong river to face the rainy season. The mud sedimentation of Porong river will cause the water pressed the dam and it is possible to break through the dike if the water debit is high. If the dike broken at the north side, Sidoarjo and Surabaya will be threatened. In the other side, if the dike broken at the south side, Pasuruan and around will be impacted.
