Following are today brief news from local and national newspapers:


1. Pertamina Gas Pipes Will be Cut

Radar Surabaya :
BPLS in the near future will cut Pertamina gas pipes in Porong-Gempol highway former, even that pipes development spent Tp. 90 milliards to replace the blown pipes on last November 22, 2006.

The plan to cut the gas pipes along 1.5 kms now still studying. BPLS has to take this action as the pipes considered to block the mud flow to the north side of hot mud scolding. BPLS also plan to develop the Kedungbendo pond area to be the pond for overflow mud to the north side of scolding. This is to anticipate the overflow mud the west side that can harm the safety of Porong main street and railway track. For that reason, the officer still raising and strengthening the dam around Kedungbendo pond area. The dam raising reach 1.5 meters from the existing dam height currently.
Achmad Zulkarnaen, BPLS Public Relation said the existence of the Pertamina gas pipes system disturbing the mud flow directed to the north side of scolding, so as the mud intentionally directed to the north finally turned to the east side.
BPLS currently studying the way to cut the pipes system. BPLS hope the plan can be applicated in the near future. We are still trying to find the method to cut the pipes and the equipments needed.


2. Mandiri Bank Add the Service

Bambang Mahargiyanto atau Bambang Hawie, PT MLJ Managing Director said Mandiri Bank confirmed will not postpone the payment realization. The 20% DP settlement will not problem anymore. The delay of fund received in victims account particularly caused by most of the victims had and inactive or closed bank account. Most of the victims did not do transaction through Mandiri Bank account after they finished to receive the living cost and automatically the account closed.
This condition made Mandiri Bank need time to transfer the victim money. PT MLJ already provided the fund for the amends and it already in the Bank.
Jantefanus Sihaloho, Head of Sidoarjo Mandiri Bank added the delay of 20% DP settlement was only a technical matter. Lot of account number sent by Minarak have a mistaken writing. Bank should check again the account written and in yesterday meeting agreed to open a special services for mud victims only placed at second flor Sidoarjo Branch Mandiri Bank. 9 tellers already prepared and it separated from the public services. Later, the account will be opened immediately when the document received and then the victims will settle the payment after the process done.


3. Victims Asked To Spell the Sworn Seriously

Religion Affairs Officers and PT MLJ asked the not sworn yet mud victims to be seriously spell the sworn statement as a lot of victims indicated not seriously did the sworn before. Since the sworn did last Wednesday, there were some victims were not seriously did the sworn. For that reason, we urged the victims that not sworn yet to be seriously doing the sworn.
Bambang Margiyanto, PT MLJ Managing Director said MLJ hope the victims can do the sworn seriously as the sworn is the solution to solve the polemics regarding the data of renovated building width that differ between the ITS data and the victims data.

Janet E Steele, journalist activist from USA said her happiness and amazement to Indonesian peoples. She said the social effects of mud disaster that really impossible to solve can be finalized with a simple formula called sworn.

Syahrul Arifin, Head of Social Protection Working Group of BPLS Social Deputy said the victims already sworn still facing a complicated process to receive the amends payment from Lapindo, as they still have to fulfill some administration requirements documents to be verified. The sworn process just only to accelerate the decision concerning the land and building width that differs between Building Permit data and ITS data, and also the Residents Statement (form C). The sworn is the final mechanism to overcome the controversy regarding the building and land width. Even the victims already sworn and they have to face the verification process, BPLS optimistic to finish 10 000 documents within 10 weeks since July, 2007 will be achieved as targeted.
Based on the data up to Thursday (26/7), Verification Team had received 6473 documents from mud victims. 4359 documents had passed the verification and waiting for the purchase-sell contract (IPJB) signing.
Siswoyo,  Coordinator of Verification Team Building Sector explained that yesterday sworn procession followed by 500 Perum TAS I residents. 455 residents sworn in the morning and the rest after shalat Jumat.


4. Prediksi Penurunan Tanah di Sekitar Pusat Semburan. Membuktikan 20 meter, bisa ambles 20.9 meter

Almost 1.5 years the Lapindo scolding mud happened in Porong Sidoarjo and it still not totally overcame yet. What will be happened if it still like that without any solution for the next 2-3 years or tens years later?
Bambang P Istadi, Senior Vice Presiden Technical Service of PT EMP and Gatot H Pramono from Coordination Board of Survey, Mapping (Bakosultanal) have developed the simulation that result should be bewared.
According to the simulation, the mud overflow predicted to grow up to 832 hectares at the end of the year and the mud volume piled around 57.756.556 cubic meters. In comparison to Bakosultanal data up to May 2007, mud overflow reached 628 hectares with the total volume of mud piled around 37.324.748 cubic meters. It also predicted around the scolding mud the land surface will pile up to 20 meters and also predicted the subsidence 20.9 meters down.
Bambang Istadi  said the prediction is based on the survey of field measurement and GPS monitoring started from June 2006 until February 2007.  Bambang explained the obtained data was inaccurate to be used for field prediction for the next tens years.  
According to Bambang and Gatot analysis, for the next 2 years (June 2008) the land surface around the scolding center will pile up to 21 meters and some other part will subsidence 29.9 meters down. Then, for the next 2.5 years (December 2008), it predicted will pile up to 21 meters high and subsidence 39 meters down. For the next 3 years (June 2009), the land surface estimated raising 21 meters and down around 47.1 meters.  
Mud overflow at surface will reach 1.393 hectares with the total volume piled 118.607.813 cubic meters for the next 3 years. Refers to the map, the impacted area will broaden to Kalisampurno, Siring Barat, Jatirejo Barat, Villages inside east side of Tanggulangin District, Mindi, Villages inside the Jabon District of Porong river north side.
Achmad Zulkarnaen, BPLS Public Relation agree to the prediction conveyed by Bambang P Istadi and Gatot H Pramono. Theoretically it could be happened, if it never controlled or if it never handled or if it never drained the mud to the sea. Until now, BPLS does not do a deep observation yet to know the characteristic of scolding mud.  
Until now, BPLS still not attempt yet to fill the mud scolding. The last effort was to insert the concrete ball on March 2007. There are 3 constraints that intercept the observation and fill of scolding mud, i.e. equipments, human resources and fund. It is not easy to find the workers that can work along the hot mud crater even the equipments complete. And, the fund needed to fill the scolding mud around Rp 300 up to Rp. 400 milliards. Who will finance it?
The only rational and realistic way is to control the mud overflow at the land surface so it can not be broadened and piled up. It should be done by making dam and drain the mud to the river or sea.


5. Different Data between BPLS and Minarak regarding the Transfer Money of the Mud Victims.

BPLS released the surprising data concerning the realization of the 20% DP payment. BPLS informed only 130 victims that just received the payment in their bank account. In the other side, PT MLJ said most of the documents already transacted had paid.
Syahrul Arifin, BPLS Social Deputy said up to Thursday (26/7) the documents paid through the bank account still little. It just 130 documents have been paid. However, the victims that already signed the purchase-sell contract with PT MLJ already 1578 peoples. BPLS had received 6473 documents to be verified and 4359 documents that passed the verification have been sent to MLJ.  The data is the BPLS data since July 1, 2007. It means that we over the target.
One of the constraint is banking administration factor. For example, some of the victim accounts blockade. The banking administration problems should be prevented from the beginning. Proactive attitude to check the victim bank accounts should be realized from the beginning.
Bambang Praseto Widodo, PT MLJ Operation Director argued the BPLS data. According to him, PT MLJ already paid much of the mud victim documents transacted. He recorded only 5% left still not paid yet. Duration between the contract signing and the payment id 5 days.


6. Shrimp Often Dies Caused by Contaminated Water

Kompas :
Some fish pond farmer originated from Tegalsari, Jabon District, Sidoarjo complained their windu shrimp (a kind of shrimp) often dies and govt does not have intention to the condition. Contaminated water suspected to be the causal factor.
Sumiarso, fish fond farmer said they shrimp often died before the Lapindo mud drained to Porong river. It means the water already contaminated. Now, the water much more contaminated after the mud drain to Porong river and our fish become more unsafe.
The fish pond farmer confessed their already complained a lot to Sidoarjo govt. However, the govt still not moving. Head of Fishery and Naval Agency argued that govt did not care to the Tegalsari fish farmer pond.
