The process of verifying documents belonging to mudflow victims by the Sidoarjo Mudflow Mitigation Agency (BPLS) was progressing at a snail's pace as of Monday.

Besides the various documents that had to be submitted, the process was delayed by small mistakes questioned by PT Minarak Lapindo Jaya, which has the authority to decide whether certain documents are valid to process the compensation payment or not.

As of Monday, the BPLS team had managed to verify only 1,118 documents, which were then to be handed over to PT Minarak Lapindo Jaya in the evening.

"All documents will be reported to PT Minarak Lapindo Jaya," said Yusuf Purnama, head of the verification team.

As was reported earlier, President Susilo Bambang Yudhoyono ordered BPLS, Lapindo Brantas Inc. (the company at the center of the mudflow disaster) and the East Java provincial administration to thoroughly settle the mudflow case within 10 weeks.

The President ordered that compensation payments to mudflow victims start on July 1, but this has not yet happened.

The process of payment is fully under the control of PT Minarak, which was founded to handle compensation payments to the mudflow victims.

If the company says a document does not meet the requirements, the payment will not go through.
That was the case in 48 documents that had been submitted by victims. "The documents were returned because they were not mentioned in the official minutes," Yusuf said.

Qomari, a coordinator of the document handover from the victims of Tanggulangin Anggun Sejahtera housing complex, said the mudflow victims were having difficulties providing all the necessary documentation.

"They consist of various documents ranging from bank transactions to receipts for the payment of property taxes," said Qomari.

As soon as the documents were submitted to the coordinator, the victims were required to double check the data word by word before it was submitted to the BPLS.

If during the checking there were names which that mistakenly misspelled, the documents were rejected and the process had to be repeated.

"Any misspelling has to be repeated because PT Minarak will question it," Qomari said.
Meanwhile, in order to show it intended to abide by the President's order, PT Minarak Lapindo Jaya transferred Rp 100 billion (US$11.10 million) to an escrow account at Bank BNI Surabaya and Bank Mandiri Sidoarjo on Monday.

The money was ready for compensation payments in the first week of this month, Andi Darussalam Tabusalla, vice president of PT Minarak, said in Sidoarjo.

"The money was prepared to settle transactions with the mudflow victims," Andi said.
