Over a year, the mudflow disaster in East Java (Porong-Sidoarjo) creates huge and complicated problems that should be finalized. New problems arise while the old one still not unfinished yet.

It is very disappointed that the Government seems too slow and not seriously handling the problems. In most cases, it is understandable the action taken by Lapindo and the victims to fought for their rights according to their believes of truth (see another explanation in Brief Introduction). However, it is not wise also to collide them as before. Government should stand as the State representative and acting as a major arbitrator to solve the conflicts instead of being a source of problem as we can see clearly all this time.

We criticized the Government, however in the same time we also do the real useful action. Since February 2007, we have already tried some action to solve the conflict. There is any tendency that the parties involved attempted to achieve a consensus, as we could seen in June 2007 the situation getting better and more comfortable than before. The situation should be maintained and enhanced directly to solve the real problems, otherwise the situation will be set back and problems will be huge and more complicated.

In the other side, we realize the restriction we have and we, of course, can not do anything by ourselves. We need other parties to participate in accelerating the problem solving. We hope the current statues of disaster can be immediately improved to the Rehabilitation Stage and further to the Reconstruction Stage.

In this Section, we would like to inform some possibilities of the Assistance Program focuses for the victims. We are also in the position to discuss any other programs proposed by other parties concerned with the victims besides the programs we have.

We already identified the real Assistance Programs needed by the victims based on our finding in the field and the programs consist of the following:

TCS Program 2007-02 :

The Assistance Program for Conflict Resolution during the Administration Process of the Amends.

TCS Program 2007-03 :

The Assistance Program for Relocation by Exerting Participative Method.
